Section 47 and 96 of the LGC provides the approving authority for leave of absencce and permission to leave station of the LG officials and employees. Secetion 10 of OP Executive Order No. 77 dated March 15, 20219 provides that the SILG shall approve the request of LG officials and employees for an authority to travel abroad.
To streamline the procedures in the disposition of requests of local government personnel to travel abroad and promote administrative efficiency in the performance of service, the Department established the FTA On-Line System Application. Lastly, adopting the new normal, the Department’s Data Management System received request for authority to travel of LG officials and employees.

1. Endorsement from the:
- a. Local Chief Executive ( if applicant is a Component and Municipal Mayor, Vice Governor, Vice Mayor, Punong Barangay and LG employees)
- b. Vice Governor/Vice Mayor (if applicant is a Sangguniang Bayan, and Sanggunian employees)
- c. Punong Barangay (Sangguniang Barangay Member and Barangay employees including Sangguniang Kabataan)
2. A duly notarized affidavit attesting that no administrative charge or criminal case has been filed or pending against the applicant or Oath of Undertaking, when the applicant has a pending case
3. Clearance from Money and Property Accountabilities
- For Study Trip
1. Invitation Letter from the host country or sponsoring agency and/or
2. Acceptance letter from CHED, TESDA, LGA, organizer or donor, as applicable
- For Non-Study Trip
a) Attendance to a Training, Seminar and Workshop: Invitation Letter from the host country or sponsoring agency
b) Attendance to an event that promotes Local Government Technical Exchange and Cooperation:
– Invitation Letter from the host country or sponsoring agency; and
– Copy of the Memorandum of Agreement, or Memorandum of Understanding
- For Personal/Private Trip
1. Governors, Mayors of Highly Urbanized Cities and Independent Component Cities: Duly Accomplished Application Form for Leave of Absence
2. Other Elected Officials and LGU Department Heads (travel that exceeds to more than 3months): Approved Leave of Absence
Note: Application for foreign travel authority, complete with all required documents, must be filed at least seven (7) working days, for official purpose (official time only and official business) and personal or private purpose, both prior to the date of departure.
